  • PROGRAM OVERVIEW

Safe From the Start (SFS) is a statewide initiative led by the Illinois Criminal Justice Information Authority (ICJIA) that focuses on helping children ages 0 to 5 who have been exposed to violence in their homes or communities. The program’s mission is to reduce the harmful effects of trauma, strengthen family bonds, and promote emotional healing by offering a coordinated, community-based approach that brings together professionals from multiple fields to support both children and caregivers.

  • Direct Services for Children and Families

The program provides a wide range of direct services designed to meet the emotional and developmental needs of children and families affected by violence. These include therapeutic and clinical services such as child, caregiver, and family therapy; psychoeducation for families on coping strategies and trauma awareness; family support to connect households with vital community resources; and case management to ensure that every child and caregiver receives individualized care, service coordination, and follow-up support.

  • Community Collaboration and Partnerships

A major component of SFS is the creation of strong community partnerships that improve how services are delivered to children exposed to violence. The program builds and sustains coalitions among local agencies, including health providers, schools, law enforcement, and social service organizations. Through regular meetings, shared planning, and professional development, these partnerships enhance coordination, improve referrals, and ensure that all participating organizations work together effectively to promote safer environments for children.

  • Public Awareness, Outreach, and Training

SFS is equally committed to prevention and education through its outreach and public awareness efforts. The program conducts community presentations, workshops, and professional trainings to raise understanding about how violence impacts early childhood development and how trauma-informed responses can make a difference. It also focuses on reaching underserved and high-risk communities by addressing language, access, and cultural barriers, ensuring that all families have the opportunity to receive early intervention and support that can help break the cycle of violence.
